Stray Dogs Rescued From I-580 In Oakland

OAKLAND (CBS SF) – Two stray German shepherds were rescued on Interstate Highway 580 Sunday morning after officers briefly stopped westbound traffic, the California Highway Patrol said.

The CHP received several calls around 7 a.m. near the Park Boulevard exit reporting the dogs wandering on the freeway. Officers briefly stopped traffic while they collected the dogs, which were fed and taken to an animal shelter.

“(The dogs) were pretty compliant,” CHP Officer Herman Baza said. “They looked pretty exhausted. We later found out they were pretty hungry.”

Baza said the incident was a good example of motorists alerting police of stray animals on the freeway rather than ignoring them or trying to rescue the animals themselves. Stray animals on roadways can easily cause accidents, he said, and it is unsafe for motorists to leave their cars and walk onto highways.

Plans For Dublin IKEA Mega-Store Run Into Local Resistance

DUBLIN (KPIX 5) — An East Bay community is divided over plans for an IKEA furniture store, with some fearing the mega-store will unleash chaos and gridlock in an already busy corridor.

The plan is to build an IKEA store in Dublin just off Interstate 580 along Hacienda Drive. IKEA owns the empty 27-acre lot, prime real estate in the heart of Dublin where the Swedish furniture giant wants to build a 430,000 square foot store, which would be bigger than the ones in Emeryville and Palo Alto.

The lot is situated on a portion of I-580 that sees frequent traffic jams.

“I love IKEA, but it is like Costco and Target on crack,” said Fremont resident Erica Almquist. “You are just gonna wander, you will get lost and you will buy candles.”

It’s now nearing decision time, with the city’s planning commission set to vote Tuesday night. “My gut feeling is that the planning commission will not approve it tonight,” said Jean Josey, a candidate for Dublin City Council.

Josey would not say how she would vote, but noted, “I see some big concerns with the project. Traffic and parking, I have big concerns on those,” said Josey. “I also see this is the type of lifestyle retail we have been asking for in Dublin ”

IKEA says it would create hundreds of jobs and bring in millions of tax dollars to the Dublin and Alameda County. The company also says it would build an underground parking lot and eliminate a hotel for more open space.

But some say what open space? “Looking around you, on all the hills there are brand-new homes and apartments going in,” said Dublin resident Colette Schultz. “It’s just too much.”

There is a lot of vocal opposition, even an online petition against IKEA which has about 3,000 signatures so far.

But for others, IKEA can’t come soon enough. “I love their product. I honestly do,” said Fremont resident Peggy Francis. “So I just make it my business, okay, well this is just going to be an IKEA day. And that’s what I do.”

At Tuesday night’s Dublin Planning Commission meeting, those opposed to the IKEA carried signs and wore t-shirts that made their feelings clear.

Some residents fear the gridlock in the area will only get worse if the city council approves the project.

“I work in Redwood City and I commute to Redwood City pretty much on a daily basis. So my round trip commute is already three hours,” said Dublin resident Vaidyanadhan Krishnamurthy.

When asked what she would say to people who feel that the store is too much development that would create more traffic that Dublin can’t handle, IKEA US Public Affairs Manager Latisha Bracy defended the idea.

“We’ve spent several years really learning the community and making sure that we felt as though we could really be a good fit for this community,” said Bracy.

After receiving an “F” in the environmental impact report, IKEA says it has agreed to work with the city to make changes to mitigate traffic.

“Another good thing for residents to know is that we don’t open until 10 a.m. So we won’t have anything to do with increasing the rush-hour traffic and our afternoon peak also won’t coincide with rush hour traffic,” said Bracy.

Bruce Fiedler has lived in Dublin for more than 30 years. He serves on one of the volunteer commissions for the city and spoke in favor of the IKEA.

“It helps our jobs and housing balance. It gives revenue to the city to maintain our parks and other city services and I think it adds a little bit of class to the city,” said Fiedler. “Dublin was the poor cousin of Pleasanton for a long time. I think we’re catching up.”

The Dublin City Council is set to vote on the project next month. IKEA officials said it could take up to a year to break ground and two years to finish construction the new mega-store.

Greyhound Bus Bursts Into Flames On I-580 In Oakland

OAKLAND (CBS SF) – All lanes have been reopened after a Greyhound bus burst into flames on Interstate 580 in Oakland.

The bus fire shut down all eastbound lanes just west of the Interstate 980/Highway 24 interchange, according to the California Highway Patrol.

The fire was reported at 5:30 p.m. on Saturday night.

According to Greyhound officials, the bus was traveling to Los Angeles from San Francisco.

Apparently, the driver noticed the rear left tire sparking and pulled over to the side of the freeway and told the passengers to get off, according to the Oakland Fire Department. The tire then exploded and flames spread rapidly.

All passengers, as well as the driver, made it off the bus safely. A Sig Alert was issued at 5:47 p.m. and traffic in the area was backed up for hours.

By 6:02, the fire was out but the bus was a smoldering mess. Two lanes were reopened as CHP and Caltrans worked to clear the scene.

Around 7 p.m. the bus was towed away, but investigators were still poring over the scene. Passengers were transferred back to the Oakland bus terminal.

By about 9:15 p.m. all lanes were reopened on EB I-580.

The cause of the fire has not been determined.

OAKLAND (CBS SF) — Caltrans crews worked to remove a tree that was leaning over westbound Interstate 580 in Oakland on Tuesday.

The tree was leaning over a sound wall near Lakeshore Avenue and Park Boulevard, forcing closure of the westbound lanes of the freeway.

Crews used a pole saw to bring down two sections of the tree shortly before noon. They used a wood chipper to break up the branches.

Woman Killed In Plunge Off Interstate 580 Near Altamont Pass

(CBS SF) — A woman died after a car went off of westbound Interstate Highway 580 and down a ravine Wednesday afternoon in eastern Alameda County near the Altamont Pass, a California Highway Patrol spokesman said.

The crash was reported at 1:21 p.m. on westbound Highway 580 near Grant Line Road.

A vehicle went off the south edge of westbound Highway 580 and down a ravine between the westbound and eastbound sides of the highway before overturning, CHP Officer Tyler Hahn said.

The driver died at the scene and her name hasn’t been released.

The crash initially blocked the two left westbound lanes of the highway in the area. All lanes reopened by 3:10 p.m., according to the CHP.

Investigators are asking anyone who witnessed the crash to call the Dublin CHP office at (925) 828-0466.

Permanent Fix To Richmond-San Rafael Bridge Delayed Due To Storms

RICHMOND (CBS SF) – Because of predicted rain storms this week, Caltrans’ contractor will begin the permanent repair work to replace the expansion joint on the I-580 Richmond-San Rafael Bridge during the week of Feb. 18, according to a Caltrans news release.

The work, set to start Feb. 18, will be carried out between 9 p.m. and 4 a.m. each overnight shift. The work, Caltrans said, is anticipated to be finished in 10 such overnight shifts. One lane of traffic will remain open in each direction during the overnight work shifts.

On Feb. 8, Caltrans engineers replaced the six-foot metal plate installed during the first emergency repairs with an eight-foot plate, ensuring a smoother ride before the permanent work is completed.

The emergency repairs were prompted when chunks of concrete fell from the upper deck to the lower deck last Thursday, leading to closures of the entire span for several hours.

“The Richmond-San Rafael Bridge remains safe and open to the public,” Caltrans District 4 Director Tony Tavares said in a statement. “Out of an abundance of caution, Caltrans engineers will continue to regularly monitor the bridge until the permanent repair is made.”

Crews Forced To Replace 32 Expansion Joints On Richmond-San Rafael Bridge

RICHMOND (CBS SF) — Engineers overseeing the emergency repair of a failed expansion joint on the Richmond-San Rafael Bridge that sent debris tumbling down onto the lower eastbound lanes have determined that an additional 31 joints now need to be replaced, Caltrans announced Friday.

Contractors have been working overnight this week to replace the failed upper-deck joint that sent large chunks of concrete tumbling onto the lower deck, damaging at least one car on the morning of Feb. 7.

The debris fall forced the vital transit link between the East Bay and Marin to be shut down for several hours, triggering a commuter nightmare. Initially, crews were only going to replace the one joint, but inspections have revealed wear on the others.

“Safety is Caltrans’ top priority,” said Caltrans District 4 Director Tony Tavares. “Out of an abundance of caution, we decided to replace the remaining sliding plate joints on the bridge beginning with those on the upper deck.”

Tavares added that “engineers perform regular inspections of the bridge and have reinspected all joints on the bridge in recent weeks. The bridge remains safe and open to the public.”

Caltrans said that in the early 2000s, more than 90 percent of the bridge’s 856 deck joints were rebuilt as part of the seismic retrofit or through other rehabilitation projects.

It was determined at the time that the remaining 61 joints, different types of joints called sliding plate joints, did not need to be replaced. The remaining 30 joints on the lower deck will be replaced as part of an upcoming rehabilitation contract later in 2019.

The most recent inspection of the underside of the upper deck and the upper deck joints was conducted in August 2018, the state transportation agency said. The last inspection of the driving surface on the upper deck was completed in September 2017.

“Structural integrity issues were not identified in any of the last inspections,” Caltrans said in a news release.

Replacement of the joint at Pier 59 that experienced failure earlier this month was expected to be complete by Saturday, March 2. Nearly identical work on the 31 additional upper deck joints was scheduled to begin March 4.

Caltrans said crews would begin installing temporary steel plates on the upper deck roadway at these locations on the night of Feb. 25. Work will take place overnight from 9 p.m. to 5 a.m. and one lane of traffic will remain open in each direction.

Driver On I-580 Gets 2 Speeding Tickets In 11 Minutes

LIVERMORE (CBS SF) – A driver on Interstate Highway 580 in the East Bay managed to rack up about $1,000 in traffic fines Monday afternoon with two speeding tickets in 11 minutes, a California Highway Patrol spokesman said.

The California Highway Patrol first stopped the driver of a 2014 Nissan Altima at 12:30 p.m. for traveling 90-plus mph on westbound Highway 580 near Grant Line Road and the Altamont Pass, according to CHP Officer Tyler Hahn.

The same car was pulled over by a different officer 11 minutes later near Greenville Road in Livermore for going 103 mph, Hahn said.

The CHP tells drivers to slow down after handing out speeding tickets—not to speed up, Hahn said.

The tickets probably cost the driver $400 to $500 apiece.

“That was an expensive 11 minutes,” Hahn said.

Richmond-San Rafael Bridge Repairs On Hold Indefinitely Due To Rain

RICHMOND (CBS SF) – Due to inclement weather, Caltrans has indefinitely postponed repair work on the Richmond-San Rafael Bridge, where chunks of concrete started falling onto vehicles on the eastbound lower deck last month.

In a statement issued Tuesday afternoon, Caltrans spokesman Jeff Weiss said that work will resume as soon as an extended period of dry weather is in the forecast.

That will be at least eight to 10 days, however, and possibly longer, according to the National Weather Service.

Meteorologist Rick Canepa said Tuesday evening that Bay Area residents can expect cool, showery weather off-and-on for at least the next week and a half.

“There’ll be some dry breaks, but just a few days between systems at most,” Canepa said.

The bridge was temporarily closed Feb. 7 after chunks of concrete started falling onto the lower deck, prompting major traffic delays and forcing commuters to reroute through San Francisco or wine country.

Investigators later determined that an expansion joint, which allows the bridge to expand or contract with rising or cooling temperatures, had failed.

There was no indication that the joint was ready to fail when inspected in August, however, according to Caltrans.

Big-Rig Fire Leads To Nightmare Commute On Altamont Pass

ALTAMONT PASS (CBS SF) – A severe traffic alert has been issued for Interstate 580 at the Altamont Pass Tuesday morning after a big-rig caught fire, prompting lane closures.

According to authorities, the tractor-trailer caught fire on westbound 580 near North Flynn Road near Livermore shortly before 4 a.m.

Officials said the driver was able to get out of the big-rig and no injuries were reported. The tractor trailer was reportedly carrying frozen food, salami and bacon, firefighters said.

The fire led to the closure of all westbound lanes before 5 a.m., but as of 7:40 a.m., the right lane remained blocked. Major backups on Interstate 580 and Interstate 205 through Tracy have been reported.

A check on Google Maps around 7:30 a.m. estimated a drive between Tracy and Downtown San Jose would take 2-3 hours, with the fastest route including a stretch of Tesla Road, a windy two-lane road between the Central Valley and Livermore.

Big-Rig Carrying Diesel Crashes On I-238 In Castro Valley, Causes Major Delays

CASTRO VALLEY (CBS SF) – Two lanes reopened late Friday morning on northbound Interstate Highway 238, more than six hours after a big-rig collision and fuel spill blocked the freeway, the California Highway Patrol said.

The first and second lanes were opened, but the number 3 lane was still closed as of 11 a.m., the CHP said. There’s no estimated time for reopening the third lane.

No injuries were reported in the crash.

About 35 gallons of fuel were spilled after the wreck, which occurred about 3:45 a.m. on I-238 north of eastbound Interstate Highway 580.

The fuel that leaked from the truck’s gas tank was contained and boomed off so it wouldn’t enter nearby waterways, according to the California Department of Fish and Wildlife, which responded to the scene.

Due to the blocked lanes, trucks are being allowed to use I-580, the CHP said.

MacArthur Maze WB I-580 Connector To Bay Bridge Closed Saturday Night — Here Are Your Options

OAKLAND (CBS SF) – Caltrans will close the westbound Interstate Highway 580 connector leading to the San Francisco/Oakland Bay Bridge Saturday night for emergency replacement of an “attenuator” smart safety crash cushion there in the MacArthur Maze, starting at 10 p.m., with a planned reopening by 7 a.m. Sunday.

These “attenuator” devices, anchored to the roadside guard rails, are designed to stop out-of-control vehicles with the force and resistance needed – with smaller or slower vehicles, less resistance is provided than for larger vehicles or vehicles moving faster.

As part of this cushion replacement work, the connectors from westbound State Highway 24 to both the eastbound and westbound I-580 will be closed, as will the ramp from eastbound Interstate Highway 80 to West MacArthur Boulevard. Motorists will be able to access eastbound 24 from westbound I-580.

Here are some options to reach the Bay Bridge or other desired routes, depending on what roadway you’re on:

(1) From westbound I-580, take the eastbound Interstate Highway 80 ramp (Emeryville area leading to Berkeley) and exit at Powell Street; left turn onto Powell Street; sharp right onto West Frontage Road; turn right to enter the WB I-80 on ramp to continue on to the Bay Bridge.

(2) From westbound West MacArthur Boulevard, continue to Hollis Street and turn right onto Hollis; make a left turn onto 40th Street, which will become Shellmound Street in Emeryville. Turn left onto Shellmound Way, then left onto Christie Avenue, then right onto Powell Street to enter eastbound I-80.

(3) From westbound 24, continue to southbound Interstate Highway 980 and exit at 27th Street/West Grand Avenue exit. Enter Northgate Avenue, turn right on West Grand Avenue; proceed on Grand Avenue to enter the eastbound I-80 onramp to reach westbound I-580.

Woman Fatally Struck On Eastbound I-580 In Richmond

RICHMOND (CBS SF) – A woman was struck and killed on eastbound Interstate Highway 580 in Richmond early Wednesday morning, according to the California Highway Patrol.

The CHP said the collision was first reported around 5:43 a.m. at Cutting Boulevard. Following the collision, all eastbound lanes were being diverted off the freeway at Harbor Way.

As of 7:50 a.m., all lanes were reopened, the CHP told KPIX 5.

No further information is immediately available.

Early Morning Brush Fire On I-580 Near Altamont Pass Contained

ALAMEDA COUNTY (CBS SF) – Fire crews have contained a small grass that started in the center divide of Interstate Highway 580 in unincorporated Alameda County early Monday morning, according to Alameda County Fire Department officials.

The five-acre blaze was first reported at 5:03 a.m. in the center divide of the freeway, on the left shoulder of the westbound side just west of Grant Line Road, fire department spokeswoman Aisha Knowles said.

Nobody was injured, but the blaze did impact traffic during the morning commute, according to Caltrans traffic maps.

An Alameda County Fire Department truck did get stuck in soft terrain at a 15-degree angle, and is being pulled out by two bulldozers, Knowles said. The crew inside was uninjured.

Cal Fire and Livermore-Pleasanton fire crews also assisted in extinguishing the blaze.

Lanes Of I-580 Reopen After Big-Rig Crash, Fuel Spill

OAKLAND (CBS SF) — All lanes of westbound Interstate Highway 580 just west of Grant Line Road are now clear after a traffic collision involving at least one big rig blocked at least two lanes for several hours Monday morning, according to the California Highway Patrol.

The CHP said the collision was first reported at 12:36 a.m. Clean-up crews worked for several hours to move a big rig from the scene to clean up an estimated 25-30 gallons of fuel spilled on the roadway.

All lanes were reported clear at 6:02 a.m. One person suffered a broken ankle. No other injuries were reported.


Crash Involving Trailer Closes Lanes Of Eastbound I-580 In Oakland

OAKLAND (CBS SF) – A traffic collision involving a trailer has closed lanes of eastbound Interstate Highway 580 in Oakland early Monday morning, according to the California Highway Patrol.

The CHP said the collision was first reported at 5:08 a.m. just east of Seminary Avenue. The trailer was completed destroyed. Debris from the crash initially blocked all lanes.

As of about 6:05 a.m., the left three lanes were closed, while the fourth lane is open.

Officers are at the scene investigating the collision and there is no estimated time of reopening the rest of the lanes.

Final Phase Begins On Construction Of Richmond-San Rafael Bridge Bike/Pedestrian Path

RICHMOND (CBS SF) – Cyclists and walkers will soon join the hundreds of thousands of cars that cross the Richmond-San Rafael Bridge each day. Crews have begun the last phase of construction of the new bicycle/pedestrian bridge path on the bridges’s upper deck.

Work begins Tuesday night on a moveable concrete barrier separating the westbound lanes on the upper deck. Crews will work during the overnight hours of 9 p.m. to 5 a.m. each weeknight through October.

Once completed, the 4-mile path will connect with an existing one on the north side, creating “the first-ever route for bicyclists and pedestrians traveling between Marin County and the East Bay,” the Metropolitan Transportation Commission and Bay Area Toll Authority said in a statement.

The Richmond-San Rafael bicycle/pedestrian path is expected to open later this Fall.

The $20 million project is part of the 500-mile Bay Trail, and was developed by the Bay Area Toll Authority (BATA), Caltrans the Contra Costa Transportation Authority (CCTA) and the Transportation Authority of Marin (TAM).

Car Passenger Shot, Critically Injured While Traveling On I-580 In East Oakland

OAKLAND (CBS SF) — A passenger in a car traveling on Interstate Highway 580 in Oakland is in critical condition Monday after being shot in an incident being described as a targeted shooting.

The California Highway Patrol said the shooting happened at around 9:53 Monday morning along eastbound I-580 near the Keller Ave. exit. A white Infiniti four-door sedan was hit by gunfire, hitting the unidentified passenger.

The woman driving the Infiniti and two other passengers – young girls ages 1 and 4 years old – were not hit by the gunfire.

The nature of the victim’s injuries were not disclosed.

The CHP said the suspects were described as two people wearing masks and riding in a white SUV hatchback.

Investigators are urging anyone who may have witnessed the incident or who have any information that might be helpful to call the CHP Investigative Tipline at 707-917-4491.

Repair Projects Bring Detours, Road Closures Around Bay Area

SAN FRANCISCO (CBS SF) — Overnight road work by Caltrans crews in Castro Valley could slow early-morning traffic for several days while, in the North Bay, bridge work and tree-clearing projects will affect commute traffic for weeks.

Caltrans will close the interchange between westbound Interstate 580 and southbound Route 238 in Castro Valley overnight from Saturday to Wednesday.

Work starts from 11 p.m. Saturday to 8 a.m. Sunday, with lane closures on eastbound I-580.

At 9 p.m. Sunday to 9 a.m. Monday work will involve a full closure of the Route 238 connector.

A full closure of the Route 238 connector is also scheduled during work from 10 p.m. Monday to 6 a.m. Tuesday and 10 p.m. Tuesday to 6 a.m. Wednesday.

Changeable message signs and directional signs will be in place to guide motorists through detours around the work.

VALLEJO

The Mare Island Causeway Bridge in Vallejo will be closed from 4-6 p.m. Monday to prepare for repairs to vehicle and pedestrian safety barriers, a city spokeswoman said.

The repairs are scheduled to start Tuesday and are expected to be finished on March 13, Vallejo spokeswoman Allison Mattioli said.

The Causeway Bridge will remain open to through traffic during the repairs but motorists may experience periodic delays from lane narrowing and/or additional closures to safely complete repairs, Mattioli said.

Motorists are encouraged to use Highway 37 to travel to and from Mare Island during the closure.

Overnight tree-removal work will close lanes of Highway 101 between Lakeville Street/Highway 116 and Corona Road in Petaluma for eight weeks starting Monday.

Northbound closures are scheduled from 10 p.m. to 6 a.m.

Southbound closures are scheduled from 7 p.m. to 4 a.m.

During work the right lane will be closed along with adjacent on- and off-ramps to provide safe working room for work crews.

The work is being done as part of the Marin-Sonoma Narrows (MSN) project to add carpool lanes between Windsor and Novato on Highway 101.

The $78.8 million project will add a carpool lane in each direction, construct a new bridge over the SMART corridor railroad tracks and add sound walls.

Construction began last October and is scheduled for completion in summer 2023.

Coronavirus Update: Express Lane Tolls On Highways 237, 580, 680 Suspended

OAKLAND (CBS SF) — Express lane tolls on Bay Area freeways are being suspended through at least April 7 due to a dramatic decline in traffic caused by the shelter-in-place order that took effect this week to address the spread of the novel coronavirus.

The change began at 5 a.m. Friday said officials of the Alameda County Transportation Commission, the Santa Clara Valley Transportation Authority and the Metropolitan Transportation Commission.

Officials said another reason for the decision was that the promotion of carpooling is not consistent with the urgent need for social distancing during the public health crisis.

The agencies jointly made the decision to suspend the tolls on Interstate Highway 580 in Alameda County; Interstate Highway 680 in Contra Costa County; State Route 237 in Santa Clara County; and southbound I-680 over the Sunol Grade in Alameda and Santa Clara counties.

The toll moratorium will continue unless congestion on the corridors warrants reinstatement, officials said in an announcement.

Fatal, Wrong-Way Crash Slows Eastbound I-580 Traffic in Livermore for Hours

LIVERMORE (CBS SF) –One person died in a multi-vehicle, wrong-way crash on eastbound I-580 in Livermore Sunday morning.

The collision was reported about 6:20 a.m. and a Sig-alert was issued about 10 minutes later. At least five vehicles were involved and one person is dead, according to the California Highway Patrol.

Traffic remained slow for hours and the CHP advised taking exit 84 to Stanley to North First Street, then back onto 580 eastbound.

Child Among 3 Injured In Shooting On Interstate 580 In Oakland

OAKLAND (CBS SF) — Three people, including a two-year-old child, suffered moderate injuries in a shooting on Interstate Highway 580 in Oakland, the California Highway Patrol said Sunday.

The shooting occurred just after 7 p.m. The three victims were riding in a white sedan on the eastbound lanes of I-580 on the transition to eastbound State Route 24 as the shooting happened, the CHP said.

The two adults in the vehicle were a 28-year-old male and a 23-year-old female. Both adults and the child were transported to a nearby hospital to be treated for their wounds.

CHP said there was no information about the suspect as of Sunday evening.

Detectives with CHP’s Golden Gate Division Investigative Services Unit (ISU) are investigating the incident. CHP is asking anyone who may have any information that might be helpful to please call the CHP Investigative Tipline at (707) 917-4491.

The Oakland Police Department is assisting the CHP with their investigation, officer Johnna Watson said.


Reopening: Express Lane Tolls To Resume On Highways 237, 580, 680 After 2-Month Hiatus

(CBS SF) – Tolls will resume on express lanes in the Bay Area next week as traffic volumes have increased amid the easing of restrictions in the region’s shelter-in-place orders related to the COVID-19 coronavirus pandemic, the Metropolitan Transportation Commission announced Wednesday.

Beginning at 5 a.m. Monday, express lanes on Interstate Highway 580 in Alameda County, Interstate Highway 680 in Contra Costa County, state Highway 237 in Santa Clara County and southbound Highway 680 over the Sunol grade in Alameda and Santa Clara counties will resume weekday tolling that has been suspended since March 20.

According to the MTC, weekday traffic in most Bay Area highway corridors is now at least 60 percent as high as the levels reported during the same period last year.

FasTrak responders are necessary to use for drivers on most of the express lanes, although carpoolers and motorcyclists can still use the southbound Highway 680 one without a FasTrak device.

Between 5 a.m. and 8 p.m., signs over the lanes will display toll rates, which can rise or fall depending on the level of congestion on the highway.

OAKLAND (KPIX) — The California Highway Patrol was investigating a shooting on Interstate 580, Tuesday night.

It happened around 9 p.m. at the Highway 24 interchange. One person was shot, according to police.

The CHP shut down all lanes on eastbound 580 just west of the 24, prompting a Sigalert at 9:07 p.m.

Motorists were advised to expect delays and to use alternate routes.

OAKLAND (CBS SF) — A woman died in a collision Sunday afternoon on eastbound Interstate 580 in Oakland, according to a California Highway Patrol spokesman.

CHP Oakland received a call about a collision on eastbound I-580 just west of Edwards Avenue in Oakland at about 3:10 p.m. Sunday, CHP Officer Sean Layton said. Officers found a Green Plymouth Breeze with collision damage on the right shoulder of the freeway.

A female adult passenger was pronounced dead on the scene while the male driver was transported to a hospital for moderate injuries, Layton said.

The incident is still under investigation but CHP officers believe another vehicle rear-ended the Breeze and drove away.

Anyone who witnessed the collision or has information about the incident is encouraged to call California Highway Patrol at (510) 457-2875. Witnesses may remain anonymous if they choose to.

UPDATE: Small Plane Lost Power Before Crashing Into Car On I-580 Overpass In Livermore

LIVERMORE (CBS SF) — The pilot and passenger of a small, single-engine plane were relieved to be unharmed Tuesday night after hitting a car as they made an emergency landing on a freeway overpass near the Livermore Municipal Airport.

The crash happened just after 5 p.m. on Isabel Avenue, an overpass over I-580 just north of the airport. Miraculously, there were no reports of any injuries.

Pilot Josh Redsun and his father were headed home to Napa but they knew they were in trouble just as the plane got off the ground. Tuesday night, they were grateful to be able to just walk away from the crash.

“I’m glad we’re all ok,” said Redsun. He says, “Power was lost on take off.”

Redsun said the plane reached about 500 feet, then started gliding down to the Isabel Avenue overpass above Highway 580. Air traffic control lost contact with the plane and immediately put out a call to search for the single-engine Mooney.

Redsun told KPIX he could see a shadow of the white car it ended up hitting as the plane touched down on the road.

KPIX 5 anchor/reporter Juliette Goodrich just happened to be driving on the overpass and watched the plane make an emergency landing.

“We were just going over the overpass and we saw this plane teetering and using this overpass as a runway. Then it hit a car and we were just hoping everyone was ok. And fortunately everyone was,” Goodrich said.

Redsun said the plane skidded and ended up sideways after hitting the white car on the road.

Goodrich posted video of the scene on Twitter. It showed multiple Livermore police and CHP units as well as an ambulance at the site of the accident.

The nose of the plane appeared to have struck the front end of the white sedan that it appeared to have hit. Both were on the shoulder of the road.

Livermore police tweeted just before 6 p.m. that a plane with engine trouble was forced to make an emergency landing on Isabel Avenue just north of the airport at around 5:10 p.m., striking the car.

According to the Federal Aviation Agency, the plane was a Mooney M20E, a four-seat, single-engine propeller plane registered to San Francisco resident Maciel Cicero.

Earlier, the FAA confirmed that the pilot of the plane reported a loss of engine power shortly after departing from Livermore Municipal Airport before making the emergency landing on Isabel Avenue.

“We do not have reports of injuries to either of the two people on board the aircraft or anyone on the ground,” the FAA said in a statement as information about the crash began to trickle in.

KPIX 5 photographer Bob Horn learned the plane had flown down from Napa to drop off a part. The engine troubles began shortly after takeoff as the plane headed back to Napa.

During the emergency landing, the plane came up short and landed with one wheel on the car it struck.

“Yeah, we collided with a car,” said Redsun, still standing near the wreckage. When asked if the driver was ok, the younger man replied. “Yeah, they took his car away.”

And as far as what happened with the plane?

“Don’t know,” the man said. “That’s something for the NTSB to figure out. I’m glad we’re all OK.”

At 6:30 p.m., traffic on Interstate 580 was continuing to move past the site of the incident.

Isabel Avenue remained closed between E. Airway Boulevard and Portola Avenue until about 8:45 p.m.

The FAA will investigate the incident and has notified the NTSB. The plane will be taken back to the airport. That is where the NTSB will take the engine apart to determine exactly why the plane lost power.

Fatal Solo-Vehicle Crash Reported on Eastbound I-580 at the Altamont Pass

LIVERMORE (CBS SF) — The California Highway Patrol responded to a fatal crash Sunday on the Altamont Pass along Interstate 580, where a pickup truck reportedly veered off the road and over a cliff.

The solo-crash was reported about 11:15 a.m. along eastbound I-580, according to the CHP.

The Alameda County coroner was at the scene and a Sig-Alert was in effect.

No other information about the crash was immediately available.

Woman Dies in Saturday-Morning Rollover Crash on I-580 in Oakland

OAKLAND (CBS SF) — A woman was killed early Saturday morning when the car she was driving rolled over as she attempted a sudden turn to exit Interstate 580 onto Highway 13 in Oakland.

California Highway Patrol officers found a silver Chevrolet Malibu upside down around 6:30 a.m. Saturday in trees beside the road at the Highway 13 exit off westbound I-580.

According to the CHP, the adult female driver had not been wearing a seat belt when the crash occurred. No other vehicles were involved.

It is not known if drugs or alcohol were involved and the identity of the woman is being withheld until family has been notified, the CHP said.

Minivan Passenger Dies, Driver Hurt in Rollover Crash on Altamont Pass

LIVERMORE (CBS SF) — One person was killed and another injured on Saturday morning when the minivan they were riding in went through a guardrail on westbound I-580 in the rural Altamont Pass and rolled at least 100 feet down an embankment, authorities said.

A passenger who was not wearing a seatbelt, according to CHP spokesman Tyler Hahn, was ejected from the car and transported by air to Eden Medical Center in Castro Valley. That person was pronounced dead at the hospital, Hahn said by e-mail.

The driver, who was trapped inside the battered vehicle, was taken to the same hospital by ambulance.

The single-vehicle incident west of the North Flynn exit, which began at 8:39 a.m., damaged a stretch of guardrail 60 to 100 feet long, Hahn said.

Traffic was backed up nearby for hours afterward.

Bay City News reported that another fatal rollover crash occurred in the same area on April 11, when a truck rolled hundreds of feet down an embankment along the eastbound side of I-580.

And Alameda County Fire Department spokeswoman Jo Leal said a third single-car rollover crash occurred in a fast lane in the same area on April 17.

Further details about Saturday’s incident were not immediately available.

UPDATE: Overturned Tractor Trailer Shuts Down WB I-580 Near Altamont Pass

LIVERMORE (CBS SF) — Westbound lanes of Interstate 580 at the Interstate 205 junction were blocked by an overturned 53-foot tractor trailer on Monday night, according to the California Highway Patrol.

The incident was reported shortly after 10 p.m., Monday night. A Sigalert was issued around 10:33 p.m. saying that all westbound lanes were blocked on I-580, forcing the closure of the I-205 interchange.

When officers arrived, a passenger was trapped inside the truck trying to kick out the window, according to the CHP.

The tractor trailer leaked about 20 gallons of fuel onto the roadway. Fire crews were assisting with the cleanup.

There was no estimated time for reopening.

It is not clear what caused the accident, or if wind was a factor.

The Sigalert was updated at 12:39 a.m. on Tuesday, saying the flyover was open, but the bypass remained closed.

Grass Fire That Burned 15 Acres on Altamont Pass Slows Traffic for Hours

LIVERMORE (CBS SF) — Interstate 580 through the Altamont Pass in Alameda County remained snarled in both directions late Saturday afternoon following a 15-acre grass fire that burned close to the freeway, according to the California Highway Patrol.

Firefighters from the Alameda County Fire Department were dispatched to reports of a grass fire burning alongside the eastbound lanes of I-580 in unincorporated Livermore, just east of the Altamont Pass summit and east of North Flynn Road near Comstock Road.

When fire crews arrived just after 1:35 p.m., about four acres had already burned. Due to high winds and light, flashy fuels, the fire was able to move fast.

Fire officials said additional crews were dispatched to the scene and forward progression of the flames was stopped at 2:08 p.m.

The cause of the fire is under investigation.

PLEASANTON (CBS SF) — Crews have cleared the scene of an injury accident and fuel spill in Pleasanton that shut down westbound lanes of I-580 for hours Friday, according to authorities.

The crash was first reported on westbound I-580 east of Santa Rita Road at around 10 a.m. Friday morning.

According to the Dublin office of the CHP, the crash left four lanes blocked.

There were reports that motorcycles may have been involved in the crash.

Shortly after 4 p.m., CHP officials said all westbound lanes of I-580 had reopened.

However, about 15 minutes later the 511.org Twitter account posted a correction that the left and center lanes were still blocked.

The center lanes were reopened to traffic by about 5:30 p.m. All lanes reopened at around 6:15 p.m., authorities said.

 

UPDATE: Investigation Underway Into Fatal Freeway Shooting On I-580 In Oakland

OAKLAND (KPIX 5) – An investigation is underway into a fatal freeway shooting on westbound Interstate 580 during the Wednesday afternoon commute.

Just before 5:30 p.m., the California Highway Patrol issued an alert about police activity happening near the Seminary Avenue exit, not far from Mills College.

Chopper video revealed officers investigating a white car that appeared to have its tires blown out. Officers were inspecting the vehicle and the roadway, possibly looking for evidence.

According to KPIX 5 reporter Andrea Nakano, a coroner’s van was parked next to the vehicle, a Chevrolet sedan. At least one person died in the shooting.

The shooting forced the closure of westbound 580 for several hours, causing a backup that stretched several miles. According to Caltrans, all lanes were reopened by 8:45 p.m.

As of late Wednesday night, authorities have not released details about the circumstances surrounding the shooting, the victim or potential suspects.

Oakland Family Blames Caltrans For Repeat Flooding In Home During Recent Storms

OAKLAND (KPIX 5) – An East Bay family is pointing the finger at Caltrans, after their home has flooded multiple times during recent storms.

For the third time in seven weeks, Theresa Mendoza of Oakland is pumping water out of her basement. The water line is two feet up the wall.

Mendoza said the culprit is a Caltrans drainage ditch and culvert off of Interstate 580 that runs along her back fence. In the 2000s she started filing tickets with the agency to get the area cleared of vegetation and debris.

The system worked pretty well, the home stayed dry, Mendoza recalled.

“In 2018, 2019 – they got a new system and they closed my requests for cleaning. With the pandemic, there was nothing done in 2020 or 2021 as far as clearing the ditch,” Mendoza told KPIX 5.

Then came the atmospheric river on October 24th, which flooded the basement. Monday’s rain event did the same and then Wednesday night’s soaking rain.

“I have called Caltrans numerous times since the October event. I have no response,” said Mendoza.

While KPIX 5 cameras were there Thursday afternoon, a Caltrans crew finally showed up.

Mendoza hopes things change and she doesn’t have to keep renting sump pumps.

“What I want to see changed is for Caltrans to take responsibility and address the root of the problem. Clearing the ditch right behind my house is a temporary fix – because the problem seems to stem from something that is in the culvert underneath,” she said.

A Caltrans spokesperson told KPIX 5 by phone that they are now aware of the problem and are looking into it.

OAKLAND (KPIX) — The Alameda County Sheriff’s Department recruit who was fatally shot in the latest deadly freeway shooting in the Bay Area has been identified as 28-year-old San Francisco resident David Nguyen.

Officials with the sheriff’s office identified Nguyen Wednesday afternoon, posting photos with a tribute on the Alameda County Sheriff’s Department Twitter account.

The fatal incident that took his life happened late Tuesday afternoon on the westbound approach to the Bay Bridge, headed to his San Francisco home after a day of training with the 172nd Academy class.

Nguyen was driving in his car — a black Prius — traveling on the westbound I-580 connector ramp to westbound I-80 in Oakland at around 4:30 p.m. Tuesday when he was shot by an unknown assailant.

The car veered to the left and struck a guardrail. First responders saw that Nguyen, the driver and sole occupant in the vehicle, had been by gunfire.

Nguyen was transported to Highland Hospital in Oakland where he succumbed to his injuries, the CHP said. While he initially wasn’t identified, the Alameda County Sheriff’s Department confirmed that the man killed was a young academy recruit.

Nguyen was set to graduate from the Alameda County Sheriff’s Department training academy in February.

“We are heartbroken and disturbed by this senseless act of gun violence,” the text of a post on the Alameda County Sheriff’s Office Twitter account read.

The post included video of the victim’s flag-draped coffin being taken from the hospital Tuesday night. Nguyen’s parents, sister and girlfriend were all on hand for the solemn moment.

On Wednesday, the sheriff’s department was still in mourning over the shocking loss.

“It’s tough to get jobs here. We don’t just hire anybody,” said J.D. Nelson with the Alameda County Sheriff’s Office. “For every seat that’s taken, probably 100 people try for it. He passed his background. He lived his life a certain way. It’s just a shame.”

Nguyen is survived by his parents and siblings, Alameda County sheriff’s Lt. Ray Kelly said.

“My heart and prayers go out to the family and these incidents are happening far too often,” said Alameda County Supervisor Keith Carson.

Sheriff’s academy classes have been cancelled for the next several days to allow students time to mourn their classmate and grief counselors have been brought in to help comfort the rest of Nguyen’s class.

RICHMOND (CBS SF) – One person has died following a fatal crash and fire involving a big-rig on the Richmond-San Rafael Bridge Wednesday night.

According to the California Highway Patrol, a big-rig and small car heading east from Marin County to Richmond crashed mid-span around 7 p.m. The big-rig then caught fire, prompting a closure of all lanes headed eastbound.

Authorities told KPIX 5 that the driver of a small sedan became trapped and died, while the big-rig driver was able to escape and call 911. Additional details of the crash were not immediately available.

Authorities issued a sig-alert for the eastbound direction. Caltrans officials said one eastbound lane reopened around 10:15 p.m. Wednesday. All lanes reopened early Thursday.

Caltrans officials told KPIX 5 that the bridge has been inspected and there are no signs of damage to the structure.

SAN RAFAEL (CBS SF) — California Highway Patrol investigators have determined a big-rig slammed into a car stalled on the Richmond-San Rafael Bridge, triggering a fatal collision that shut down eastbound traffic on the span for several hours.

The driver of the car died in the collision. The CHP and Coroner’s Office did not release the crash victim’s name in its Thursday update.

CHP officers and fire crews responded to the eastbound span of the bridge at 6:56 p.m. Wednesday after receiving a call about a traffic collision involving a big-rig and a sedan.

Frightened 911 callers told officers the vehicles had exploded into flames. The truck driver had gotten out of the wreckage, the driver of the 1988 Toyota Supra could not be seen.

According to the preliminary CHP investigation, a 2013 big-rig truck towing an empty semi-trailer was traveling east on the bridge when it crashed into a 1988 Toyota Supra that had stalled directly ahead of the truck.

The driver of the truck, identified as a 41-year-old Chowchilla man, was not injured in the collision. The driver of the Toyota was trapped inside the vehicle and was pronounced deceased at the scene.

The CHP was still trying to determine why the big-rig driver failed to stop prior to the collision. Drugs or alcohol do not appear to have played a factor in the crash.

Caltrans inspectors took hours to survey the damage, eventually approving re-opening lanes after determining the intense flames had not damaged the structure.

CASTRO VALLEY (CBS SF) — Interstate 580 reopened Saturday afternoon after an hours-long closure that began with a pickup truck plunging onto BART tracks and the subsequent bomb squad investigation of a suspicious device in a vehicle at Eden Canyon Road.

BART service was stopped between Castro Valley and Dublin/Pleasanton due to the police activity, according to the California Highway Patrol.

An Alameda County bomb squad was called to investigate a suspicious device in a Chevrolet Tahoe at Eden Canyon Road, the CHP said.

Around 10:30 a.m., BART announced that service was suspended on the Dublin/Pleasanton line between Castro Valley and West Dublin/Pleasanton station due to what the agency described as an earlier vehicle intrusion on the trackway.

BART service resumed on the Dublin/Pleasanton line around 1:30 p.m.

“We are now resuming train service between Castro Valley and West Dublin using one track that is not damaged following the 10 am. freeway collision that sent a vehicle partially onto our trackway,” BART spokesman Jim Allison said.

However, shortly before 3 p.m., BART and CHP tweeted that train service had again been halted and all traffic on I-580 was stopped due to a suspicious vehicle.

The freeway closure was lifted around 3:35 p.m.

Motorists continued to experience delays and were advised to use alternate routes to avoid the area.

14-Year-Old Found Fatally Shot Near Interstate 580 In Oakland Hills

OAKLAND (KPIX 5) – An investigation is underway after a 14-year-old was found shot and killed in the Oakland Hills on Wednesday night.

Around 10:15 p.m., police responded to the area of 98th Avenue and Interstate 580 following a ShotSpotter activation.

“While they were on scene, officers were advised by the Oakland department communications division of a vehicle that appeared to have been struck by gunfire in the fire of Keller Avenue and Mountain Boulevard,” Deputy Chief Drennon Lindsey said at a briefing on Thursday afternoon.

Police said people inside the vehicle flagged down an ambulance nearby, pulled the teen from the vehicle and drove off. The teen was pronounced dead at the scene.

His identity was not immediately released.

The victim’s family was at the scene Thursday morning.

“I got a call, I wasn’t out here, I got a call about it and it shocked me,” a teen said at the scene. He told KPIX 5 the victim is his brother.

“Loving, caring, I just want everybody to remember him, never forget my twin.” he said.

“All I got to say is, just pray for us, keep us in your prayers,” said a woman at the scene who told KPIX 5 she is the victim’s aunt.

“People have got to start standing up and saying they can’t put up with this anymore. It’s a 14-year-old boy. His mother must be devastated,” said Verena Scherer, an Oakland resident who lives up the street from where the boy was found. She left flowers at the intersection. “That’s somebody’s baby, that could be my child, it could be anybody’s child.”

Flo Kimmerling pushed her grandson in a stroller on Thursday morning, a weekly tradition for her with family living nearby. She worries about this kind of violence coming into a diverse neighborhood where people of all backgrounds are struggling and working hard to create a safe place for their children.

“You have to find out who did it and for what reason before you can make any judgement on it,” she told KPIX 5. “It makes me think we got to do something different, you know, our society as a whole needs to come together.”
